The six-term Delaware senator, who will announce his presidential candidacy on Wednesday, said he was not worried about competing for money or support against high-profile Democratic contenders like Sens. Hillary Rodham Clinton of New York and Barack Obama (news, bio, voting record) of Illinois.

“It’s not so much whether I can compete with their money, but whether they can compete with my ideas and my experience,” Biden said in a Reuters interview, adding the rush of publicity around the first campaign trips by Obama and Clinton would fade.
Oh yeah, like, f’rinstance Joe’s “idea” that Congress can’t put a stop to the Iraq war competing with Obama’s idea to compel withdrawal of all U.S. combat forces from Iraq by force of law.

Jim Webb Peeved at Condi’s Diss (2:58 pm)

A couple weeks ago, Sen. Jim Webb (D-VA) asked Secretary Condoleeza Rice if the administration thought President Bush had the power to take military action against Iran without permission from Congress.

She deferred an answer, saying, “I’m really loathe to get into questions of the president’s authorities without a rather more clear understanding of what we are actually talking about. So let me answer you, in fact, in writing. I think that would be the best thing to do.”

Well, it’s been two weeks, and Sen. Webb is still waiting. So he’s asked again, in a letter sent to Rice yesterday. To help speed a response, he even suggested the range of answers she might provide: “This is, basically, a ‘yes’ or ‘no’ question regarding an urgent matter affecting our nation’s foreign policy.”

And to ensure that the administration got the message that Webb remained interested, he also asked the question of Director of National Intelligence John Negroponte during this morning’s hearing.

Senate Judicary Chairman Patrick Leahy (D-VT) and Ranking Member Arlen Specter (R-PA) have written Attorney General Alberto Gonzales to ask what power they think Congress has to restrict the waging of war.
(…)
“What constitutional authority do you recognize resides with the Congress with respect to war?” the letter asks. “How do you believe Congress can exercise its authorities? What limits to you believe exist on those authorities? We would appreciate your prompt reply and legal analysis.”
Paul has posted a copy of the letter and a press release from Senator Leahy’s office.

Defend the Press Coalition, Sarah Olson, Declare Victory in Watada Court Martial (12:53 pm)

The Honolulu Advertiser reports

The U.S. government has agreed to drop two charges that carried a maximum of two years in prison against Army 1st Lt. Ehren Watada, his lawyer said Monday.

As part of the agreement, two reporters who had been issued subpoenas to appear before the court-martial will not have to testify, the lawyer said.

“By agreeing beforehand to all of the facts the government would ask of the … reporters, Lt. Watada shielded these journalists from the heavy-handedness of the government,” said Eric Seitz, lead attorney for Watada. “While we don’t think any charges should have (been) filed at all for simply exercising free speech, we are pleased with the government’s willingness to reduce Lt. Watada’s potential sentence by two years.”

The 28-year-old Honolulu native had been facing two years in prison on charges of missing a troop movement, and four additional years imprisonment on four counts of conduct unbecoming an officer for his public statements critical of the Iraq war.

The Center for Media and Democracy has issued a statement:
“This is surely a great victory for journalist Sarah Olson and our Defend the Press coalition,” said John Stauber, executive director of the Center for Media and Democracy of Madison, Wisconsin. “This is a testament to what one determined and courageous reporter, Sarah Olson, can accomplish in the face of government intimidation. These subpoenas were simply an effort to harass journalists who are reporting on the growing anti-war sentiment among rank and file soldiers. This is a blow for press freedom and for free speech.”
